Job Description:/h3:
Established Property Management Company based in Columbia, MD, is looking for an experienced Section 8 Compliance Manager to join our growing organization. We are a leader in the affordable housing industry with our main focus on providing exceptional service to our residents, owners, and all those in between. We are seeking a dynamic individual with a desire to learn and grow with our current compliance team.
We are looking for a person with hands on project based Section 8 experience.
Specific Needs:
EIV : Enterprise Income System (Coordinator all communities:once assigned)
Oversee and maintain User Access regarding WASS ID, Security Awareness renewal
Training on EIV Reporting Requirements (how/when to pull reports, existing tenant, summary, income, discrepancy, new hire, deceased, multiply subsidy, no income, and failed verification, etc.)
Assist with Problem Solving regarding EIV issues with staff
Complete the recertification process for everyone who has/needs access
Terminate, Transfer and add communities as needed
DUNS/CCR, : Data Universal Numbering System/Central Contractor Registry
Register any new communities
Maintain the recertification process
2530 : Previous Participation for Secure Systems
Pull the report and check monthly for flags
SAVE : Systematic Alien Verification Entitlements (Coordinator)
Help users gain access to user password
Staff training on how to pull the reports
TRACS : Tenant Rental Assistance Certification System
Submit the vouchers through the system
MOR : Management Occupancy Review
Assist in putting required documents together for scheduled MOR
Work with site staff to obtain any resulting corrections requested
Review and Prepare responses with corrective actions
Voucher processes
Assist when needed with transmitting for sites (verify that all have transmitted timely)
Assist with discrepancies reported from vouchers
Assist with voucher reconciliation
Notify CFO monthly of voucher monies due/received for applicable sites
AFHMP : Affirmative Fair Housing Marketing Plan/TSP : Tenant Selection Plan
Complete required package for sites when required
Track the expiration (AFHMP) and update every 5 years or when processes change
Complete Plans for new communities when required
Maintain updates on all plans if compliance requirements update
Monitor that S/8 and (RAD) forms are current and updated with any changes given to Compliance Director for updates in software system
Assist in Repayment Agreement set:up and process with site staff
Training (aside from EIV and Secure training listed above)
Assist with regular department trainings
Train existing and new employees on S8/RAD Community Certifications
Assist with implementing updates/changes in programs/policies on communities
Review initial applications for eligibility and annual re:certifications daily
Coordinate with sites and Regionals to ensure files/audit findings are corrected timely
Assist, advise and train site staff on any issues related to occupancy and compliance.
Assist compliance team with meeting related internal and external reporting deadlines
Assist with annual Utility Allowance calculations and implementation as well as tracking
Oversee/Monitor compliance processes for lease:up of new/renovated properties as assigned
Attend audits done by State Agencies when requested
Other duties as assigned
Preference will be given to those who possess the experience above along with an understanding of the RAD, LIHTC and HOME programs.
