Northrop Grumman is looking to hire a Manager Project Management 2 located in Woodlawn, Maryland. This person will oversee and manage the operational aspects of ongoing projects and serves as the Deputy Program Manager (DPM), who serves as a liaison between the program manager, planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients. Collaborates extensively with other resources who may be internal or external of Northrop Grumman. Develops and maintains strong client relationships to ensure program success and capitalize on organic growth opportunities.
Essential Duties and Responsibilities:
  • Manages a segment of a program and serves as the DOA for the Program Manager.
  • Responsible for the direct supervision/management of the staff (assignment of work, schedules, day-to-day workflow and operating costs).
  • Responsible for providing objective-oriented direction to subordinates utilizing management guidelines and general policies.
  • Program Manager Responsibilities include: planning and program performance addressing cost, schedule, technical performance, and quality of a work package, subsystem, or related group of work packages on a large system development-type contract or full responsibility for all aspects of program performance on a large delivery order or mid-size technical services-type contract.
  • Collaborate on identification, classification and mitigation of program risks.
  • Conduct extensive metrics analysis and research to identify opportunities for improvement, industry best practices and new tools and techniques to increase the ROI provided by the program.
  • Oversees projects and task assigned to the organizational group performed by non-exempt and/or exempt employees. Becomes involved only when required to assist in meeting schedules or to resolve technical or operational problems. May accomplish results through exempt employees.
  • Accomplishes results through experienced exempt employees who exercise significant latitude and independence in their assignments. Often heads a centralized functional activity.
  • Frequent contacts with internal personnel and outside customer representatives at various management levels concerning operations or scheduling or specific phases of projects or contracts. Conducts briefings and participates in technical meetings for internal external representatives concerning specifics operations.
  • Ensures that projects are completed on schedule and within budget.
  • Designs, develops and manages the tasks and overarching goals and requirements for direct reports.
  • Other duties as assigned.
